Voluntary Class 3 National Insurance costs £18.40 a week in 2026/27, about £957 for a full year [1]. Since 6 April 2026 it is the only voluntary class you can pay for time abroad, and only if you lived in the UK for 10 years in a row or have 10 years of qualifying contributions [2]. Each extra qualifying year adds about £358 a year to a State Pension that is short of the full amount [3], so a year pays for itself after under three years of drawing the pension. If your forecast already reaches the full amount, paying adds nothing.

10 years
In a row in the UK, or 10 qualifying years
What you can pay depends on the tax year you are paying for [2]:
- 2026/27 onwards. You cannot pay voluntary Class 2 for time abroad. You can apply to pay Class 3 for time abroad after 5 April 2026 if you have lived in the UK for 10 years in a row, or paid 10 years of qualifying contributions in total.
- 2025/26 and earlier. The old test applies: 3 years in a row living in the UK, or at least 3 years of contributions. Class 2 for these years also needs you to have worked in the UK just before you left and to have worked abroad.
Qualifying contributions are Class 1, 2 or 3 paid (or treated as paid) while in the UK, plus some paid while working abroad. Voluntary contributions paid for other periods abroad and National Insurance credits do not count towards the 10 years [2].
If you applied before 6 April 2026
You may still pay Class 3 for time abroad under the old 3-year test if all of these are true [2]:
- you applied to pay voluntary Class 2 or Class 3 for 2024/25 or 2025/26 on or before 5 April 2026
- you pay the contributions you applied for by 5 April 2027
- you apply to pay Class 3 for 2026/27 by 5 April 2027
This route ends once you return to live or work in the UK [2].
Is it worth it?
Check your State Pension forecast first. The full new State Pension is £241.30 a week in 2026/27 and needs 35 qualifying years [3]. If your forecast is below the full amount, each extra year adds about £358 a year (£241.30 × 52 ÷ 35).
Worked example. You spend four tax years in Dubai, from 2026/27 to 2029/30, and your forecast is short by at least four years. You meet the 10-year test because you lived in the UK for the 10 years before you left. At the 2026/27 rate, four years of Class 3 cost £3,827.20 (4 × £956.80) and add about £1,434 a year to your pension. You get back what you paid after about two years and eight months of drawing it. The rate for each later year will be that year's rate: £19.05 a week is already set out for 2027/28 [4].
Paying makes no difference if:
- your forecast already reaches the full amount, or
- you will reach 35 qualifying years anyway from years in the UK after you return.
How to apply and pay
- Check your record and forecast on GOV.UK before paying anything.
- Apply to pay for time abroad. Do not pay until HMRC writes to tell you how much to pay and gives you a payment reference [2].
- Pay by the deadline. You can usually pay for the past 6 tax years, with a deadline of 5 April each year [5]. Payments for the previous 2 tax years of Class 3 are at the rate for those years; earlier years are at the current year's rate [1].
If you are within 6 months of State Pension age, GOV.UK says to contact the International Pension Centre, which checks for gaps and tells you what to pay [2].
When you come back to the UK
Gaps from your years in the UAE can still be filled for up to 6 tax years back [5], under the rules for the tax year you are paying for [2]. Put this on the list with the other steps in the Returning to the UK guide, and check your record within a few months of coming back so the oldest year does not pass its deadline.
What this guide does not cover
- Workplace and private pensions while you are abroad. The Pensions guide covers them.
- Income tax when you come back, split-year treatment and temporary non-residence. The Keeping Your Options Open guide explains them, and the UK day counter runs the residence tests.
- National Insurance while working for a UK employer abroad, which follows different rules.
Next steps
- Read the Returning to the UK guide for the steps around your move back.
- Read what the 28 October 2026 Budget means for UK to UAE movers for the 2027/28 rate and other changes.
- Count your UK days in the UK day counter if you plan to spend time in the UK while still resident in the UAE.
